5.2. Panchayat System

The village-based system of governance, i.e. Panchayat, has existed since the Vedic period (1500–500 BCE).
The Panchayat, consisting of five elders, was responsible for decision making, dispute resolution and administration.
Evidence of this system is found in texts such as Manu Smriti and Arthashastra.
Quote: “The king should rule with the advice of learned elders, just as a Panchayat functions.”
— Arthashastra, Book 1, Chapter 19.
