4.2. Indian Constitution and its Vedic Tradition

The Panchayat System: From Ancient to Modern
This monolithic relief sculpture depicts the modern Panchayat system of India, which is based on the principles of decentralised governance and self-reliance. This system was institutionalised through the 73rd Constitutional Amendment Act.
The Dharma Chakra at the centre of the sculpture symbolises justice and balanced governance. On one side, a miniature figure represents the modern Panchayati Raj Council, which depicts the process of decision making and administration at the village level.
The composition uses traditional architectural pillars and abstract patterns to provide a framework for the main theme of governance, while the inscriptions highlight values such as justice, equality and decentralisation.
The sculpture is devoid of any ancient or Vedic symbolism, and focuses solely on modern India's democratic commitment to empower local communities.
